Sir,
          Kindly refer to the Office Memorandum No.145/1/2015-16/CCSCSB, dated. 30-09-2015 on the above cited subject (displayed on the DOPT website given below).


 In this connection, I wish to state that the idea given in the OM for setting up of Gymnasium in the Ministries/Departments AT THE DISCRETION OF MINISTRIES / DEPARTMENTS is totally a HOLLOW ONE. Just requesting the Ministries / Departments to set up these Gymnasiums will not work, with the amount of money which has been offered to them for the purpose by the government.
         
Instead, the DOPT should select simple standard exercise equipments for compulsory installations in all the office premises of each Ministry/Departments and every office under the Central Government for the use of all Central Government employees working in these respective departments during the course of office hours and after office hours in the evening.

The simple standard exercise equipments selected for compulsory installations in each Central Governments departments could be as follows:-

1.     Stationary Exercise Cycles   -         10-15 in No.`s.
2.     Tread Mills                  -                     5-10 in No.`s.

Thereafter, the DOPT should call for details of installation points where these equipments should be installed by each office on compulsory basis.  Even, these equipments should also be considered for installation in all the CGHS Wellness centres located in Delhi and elsewhere, where the Government Servants could easily use these exercise equipments easily in the morning and evening time.

New Delhi: Narendra Modi government today pass the order to set up gyms in every govt department to ensure physical fitness of the ministers and employees.
According to the government, every ministry should keep aside 500 to 1000 square foot for the construction of Gym.  Also, the govt. ordered the ministries to equip the gym with state-of-the-art facilities.
Government will be allotting separate funds to the ministries for the setting up of Gym. For a compact gym Rs 5 Lakh will be given while for a vast-spread gym govt will provide Rs 10 Lakh each to the ministries.
In the letter written to the departments, government has mentioned that govt. employees suffer from both mental and physical pressure owing to continuous work. Thus, by giving few minutes to gyming, they can get relived from the stress and keep themselves physically fit.
Notably, the gyming culture is quite popular in foreign countries but in India it is limited to only few of the private companies. However, now with Modi govt. instructing the ministries to come up with gyms will certainly change the scenario of fitness in government departments.
Prime Minister Narendra Modi is a fitness freak himself and his love towards yoga is a world known fact. Now, his latest decision to open Gym in govt ministries reflects his concern towards keeping the ministers and employees physically fit.

New Delhi: In a bid to spruce up the sedentary lifestyle of ministers and babus and to ensure their physical fitness, the union Government has passed an order to set up gymnasium in every Government departments. Besides, government also wants officers to take up adventure sports to foster risk taking habits among them.
‘Healthy employees are happy employees’
In the letter written to all the departments, the government has mentioned that employees suffer from both mental and physical pressure owing to continuous work. Thus, by giving few minutes to gyming, they can get relived from the stress and keep themselves physically fit as healthy employees are happy employees.
Decision in wake of alarming situation
Centre’s decision has come in the wake of alarming situation of stress and impact of sedentary life on government servants as several studies suggest. "Constant work stress and frustration lowers productivity, absenteeism and sick leave’’, the scheme reads.
"The workload of government servants has increased manifold. Their sedentary behaviour can have many detrimental effects," the scheme document on gymnasiums says.
Each gym to cost Rs 10 lakh
The government will set up gymnasiums costing Rs 10 lakh in each of its central department.  According to the order every ministry should keep aside 500 to 1000 square feet for the construction of gymnasiums. Also, the government ordered the ministries to equip the gym with state-of-the-art facilities. Government will be allotting separate funds to the ministries for the same. For a compact gymnasium Rs 5 Lakh will be given while for a vast-spread gym govt will provide Rs 10 Lakh to each to the ministries.
Adventure sports for officers
The government will also introduce the scheme drawn up by the PM-headed Department of Personnel and Training (DoPT) for promotion of adventure sports like rock-climbing, trekking, paragliding, rafting and snorkelling.
Gym culture limited to private companies in India
Notably, the gyming culture is quite popular in foreign countries but in India it is limited to only few of the private companies. However, now with Modi govt. instructing the ministries to come up with gyms is likely to change the scenario of fitness in government departments, provided officers take its advantage.

IN A new initiative meant for improving physical fitness of the government employees, the Centre on Wednesday rolled out a scheme to set up new gymnasiums, and replace old equipment of the existing ones in all Central government departments and ministries. decrease absenteeism and reduce usage of sick leaves, something that will benefit both the employees and the ministries concerned.


“For women employees a separate time slot should be fixed for their exclusive use and a woman instructor would need to be engaged”, the office memorandum said. This sounds odd as most modern Gyms across cities and towns are designed in such a way that men and women comfortably exercise simultaneously.


The carpet area of the proposed gymnasiums in the government ministries will be of 500 square feet for an office of 500 employees and of 1000 square feet for 1000 employees. The government would extend Grants-in-Aid for setting up of new Gyms or augmentation of infrastructure in existing ones by way of replacing old equipment. The DoPT has further instructed that the place where the gymnasium to be set up needs to be “clean, well lighted with adequate ventilation”. “Fans/ACs for summer should also be installed. The place must also have clean toilet and sanitation facility nearby. There should be adequate space for moving around with the Gym. The safety norms including fire fighting should be strictly adhered to”, the guideline for the setting up of the Gyms said.


Also, trained instructors will be appointed to guide the employees in the Gyms. They will be paid from the budgetary allocations of the individual ministries.


The Gym facility will be allowed after the office hours too. The ministry or the department will be allowed to charge a fee from the users to make it a self-sustaining financial model.


As the background note of the new scheme said, this would increase productivity of the employees. "Their (government employees') sedentary behaviour can have many detrimental effects including an increased likelihood of developing illnesses...Healthy employees are happy employees. A positive and energetic work force collaborates better and is more appealing to customers, which means investing in Gym will improve the functioning and image of an organization”, the OM said.

NEW DELHI: After Yoga, the Modi government now wants babus to indulge in adventure sports like rock-climbing, jungle trekking, Para Gliding, rafting and snorkelling so as to "create and foster spirit of risk-taking" and tackle the "impact of sedentary life" on them. The government will also set a gymnasium in each of its central department as "healthy employees are happy employees". 




This is part of two new schemes drawn up by the PM-headed Department of Personnel and Training (DoPT) for promotion of adventure sports and physical fitness amongst central government employees -- all ministries were informed of the same on Wednesday, stressing that such activity will improve efficiency and morale. "The scheme would tackle the alarming situation of stress and impact of sedentary life on government servants as highlighted in several studies conducted so far. It would provide a creative outlet to central government employees. It would create and foster spirit of risk-taking, cooperative team work, capacity of readiness and vital response to challenging situation and of endurance," the scheme on promoting adventure sports reads. 




The government will also spend up to Rs 10 lakh on each central government department to set up a gymnasium which employees can use after work hours "to improve their health and well-being" which can have a "significant impact such a increased productivity," the other scheme says. "Constant work stress and frustration can lower productivity, so giving employees a convenient means through fitness programmes such as Gym can result in decreased absenteeism and reduced usage of sick leave which is beneficial to both employees and the organisation," the scheme reads. It says "healthy employees are happy employees" and a "positive and energetic work force collaborates better and is more appealing to customers". 




"With increased involvement of government in various activities for the benefit of people at large, the workload of government servants has increased manifold. Their sedentary behaviour can have many detrimental effects including an increased likelihood of developing illness," the scheme document on gymnasiums says. 




Under the other scheme, DoPT would sponsor programmes of 5-7 days duration under which activities to be offered will be "trekking, mountaineering, rock-climbing, cycling in difficult terrain, skiing, surfing, boat sailing, snorkelling, rafting, para-sailing ballooning, Para Gliding, Jungle Safari/Trekking, Desert Safari/Trekking, Beach trekking and environmental awareness camps." 




The DoPT will sponsor two officials from each central government department nominated for the purpose each year for the adventure sports activity -- with a maximum ceiling of RS 20000 per person per camp. "Special casual leave will be granted to eligible participants," the DoPT has specified. The officials to be nominated must have been awarded for excellence in service. 




Six institutes have been nominated to run these special adventure sports courses for central government employees - Nehru Institute of Mountaineering in Uttarkashi, Uttarakhand, Atal Behari Vajpayee Institute of Mountaineering in Manali, Himachal Pradesh, Indian Institute of Skiing and Mountaineering in Gulmarg, J&K, National Institute of Water Sports in Goa, Swami Vivekananda Institute of Mountaineering in Mount Abu, Rajasthan and Garhwal Mandal Vikas Nigam in Dehradun, Uttarakhand. The scheme document says the adventure sports activity would also mean that employees are "prepared for better disaster management" and ensure the inculcation of "environmental awareness" as they "would learn lessons from nature" in the process.

NEW DELHI -- The Narendra Modi government seems to be resolved to force babus out of their armchairs and nudge them towards a healthier lifestyle. After making them bend and twist on World Yoga Day, the government has now issued instructions to set up gyms and promote adventure sports among central government employees.
The government has asked its employees to go rock-climbing and trekking, as part of a lifestyle revamp for its employees. According to the Economic Times, the government wants to "create and foster spirit of risk-taking" and tackle the "impact of sedentary life" on babus.
This is part of new schemes by the Department of Personnel and Training (DoPT), headed by the Prime Minister, for promotion of adventure sports and physical fitness amongst central government employees. It aims to improve efficiency and morale of bureaucrats.
The scheme on promoting adventure sports says that this would "tackle the alarming situation of stress and impact of sedentary life on government servants". According to the government, this will provide bureaucrats a 'creative outlet', will foster 'spirit of risk' and that they will be better prepared for disaster management.
Every year, the DoPT will sponsor two officials from each central government department to take up "trekking, mountaineering, rock-climbing, cycling in difficult terrain, skiing, surfing, boat sailing, snorkelling, rafting, para-sailing ballooning, Para Gliding, Jungle Safari/Trekking, Desert Safari/Trekking, Beach trekking and environmental awareness camps."

Ever since Modi has taken charge, the country's bureaucrats have been given a major image overhaul. From keeping track of their punctuality with a bio-metric roll call system to longer work hours, the 'acchey din' for babus are a thing of the past.
First, they started losing all their holidays.
For International Yoga Day, the health ministry had issued a circular asking all officers of the rank of under secretary and above to attend the function starting at 7 am, on a Sunday.
On Gandhi Jayanti, last year, the babus were made to trade their files for a jhadoo. During the launch of the Swachh Bharat campaign, the babus were made to clean their offices, including the toilets. Their Christmas holiday was also ruined, thanks to Modi's idea of the Good Governance Day.
That's not all.
Foreign trips, a huge lure of the job, have also reduced drastically, after it was made mandatory for bureaucrats to submit an 'outcome report' after every foreign trip.
According to a Times Of India report in July, at least 56 IAS officers have left their central postings prematurely for their respective state cadres since May 2014 when the Narendra Modi-led BJP government took office.
In 2013, just three IAS officers left the Centre prematurely and only one left between August and December 2012. The numbers spiked to 13 between January and May 2014, in the lead-up to the Lok Sabha polls which resulted in a regime change.
